The epidermis of a root lacks the waterproof cuticle found on the epidermis of most leaves.....?

Is this true? How? I don't understand? The epidermis of a root lacks the waterproof cuticle found on the epidermis of most leaves.....?
cuticles are used to prevent water from entering the epidermis

The reason why the root epidermis don't have a cuticle is because roots ABSORB water and is essential for the production of glucose.....if the roots had a cuticle, not much absorption of water would take place and the plant would start to wilter
