Why don't green algae have a cuticle ?

i really need this answer because i have a science question due tomorrow about it , and i left my science book at home :(Why don't green algae have a cuticle ?
Leaves have cuticles to prevent water loss. Because green algae lives in a water environment, it doesn't need to protect against water loss, as it's in constant contact with the water.
